"content": "that we have with us today, but the Government should also have moved much earlier and allowed these Kenyans to access funds not just through the banks which make it very expensive, but perhaps through the co-operative societies that are very near them. I think the Bill may be alluding to some of those things because it is this sector that must receive the maximum attention from the Government if this country is to move on. Mr. Temporary Deputy Speaker, Sir, the number of young people who are coming out of schools is such that unless the Government does more than just lip service to this sector, it will be a disaster for this country. Human capital is not expensive. If we engage youth in some form of employment, the end result is that they will start paying taxes to benefit the whole country. Mr. Temporary Deputy Speaker, Sir, I would like to thank the Mover for the good work he has done. I want to commend many people who assisted in the drafting of this Bill. I urge the Government to allocate more money to this sector, so that it is accessed by individuals who can create employment opportunities for our youth. These are the people who will fight unemployment levels in this country. We want to give hope to the young people who are leaving schools, universities and colleges. We need to give hope not only to the young people, but also to those who are already in that sector. We have been waiting for this Bill for a long time to debate it. I want to thank the Mover and I beg to support it."
