"content": "youth today and the way we are in Kenya, particularly the small enterprises, one leaves no doubt in mind that unless drastic action is taken by the Executive and with the help of this House to ensure that these entrepreneurs are all taken care of, things will not work. Mr. Temporary Deputy Speaker, Sir, I want to share with you some experience with Malaysia. In Malaysia, they look at a small enterprise as a very big enterprise. They go on and identify a project. If, say, a young man or small entrepreneur comes up with a design of a wheelbarrow or something like that, they come and partner with him. Once they partner with him, as a government, they invest the necessary capital. Upon maturity of that particular company, that company is handed over to the inventor or the entrepreneur. That way, they have been able to push the industrialization beyond their imagination. That way, they have also been able to capture all those good brains that we have all over the country to an extent that today, they have to import labour. It is easy. Let us take the example of our brothers and sisters from Lake Turkana. The smoked fish has a very big market in the United States, among the Nigerian communities. If somebody comes up with a good proposal to establish an enterprise, the Government comes in as a senior partner, but only to an extent of financing and until that company works. Mr. Temporary Deputy Speaker, Sir, I support and look forward to seeing this Bill become a law in our time in the Tenth Parliament. Thank you."
