"content": "ensuring commitment and engagement of all stakeholders while taking into account the vulnerable nature of Kenya’s natural resources. The key objectives of the strategy is to enhance an understanding of global climate change regime, to assess the evidence and impacts of climate change in Kenya, recommend robust adoption and mitigation measures needed to minimize risks associated with climate change while maximizing opportunities, enhance understanding of climate change and its impact nationally and in local regions, recommend research and technological needs to respond to climate change impacts and avenues for transferring existing technologies, recommend a conducive and enabling policy, legal and institutional framework to combat climate change and to provide a concerted action plan coupled with resource mobilisation plans and robust monitoring and evaluation plan to combat climate change. Mr. Temporary Deputy Speaker, Sir, it is out of this national climate change response strategy that this Bill has been drafted for approval by this House. This Bill aims to provide a framework for mitigating and adapting to the effects of climate change on various sectors of the economy and to provide for the development of response strategies to the effects of climate change and for connected purposes. Part I of this Bill provides an interpretation of the terminologies used in this Bill. Examples of such terminologies are “adaption”, “mitigation”, “climate change” and so on. The main objects and purpose of this Bill is to provide the following:- (i) To provide a framework for mitigating and adapting through the effects of climate change on all sectors of the economy. (ii) To provide appropriate response strategies in relation to climate change. (iii)To provide mechanisms for the financing, co-ordination and governance of matters of climate change. Mr. Temporary Deputy Speaker, Sir, the Bill proposes to establish an authority that will be able to co-ordinate these said objectives. This Bill is anchored on normal certain principles that are spelt out clearly in our Constitution. These are the principles that are spelt out in Articles 42 and 69 of our Constitution and Articles 10 and 232 of our Constitution. Basically, this Bill will ensure that public participation and consultations in matters pertaining to climate change are given top priority. This Bill also aspires to promote sustainable development under the changing climatic conditions. The functions of the Authority which this Bill establishes are numerous. I will not endevour to go through all of them because they are more than 20. I will only highlight a few of them. The first one is to advice the national and county governments on the legislative and other measures necessary for mitigating and adapting to the effects of climate change; provide coordination between and among various Government and non- governmental stakeholders dealing with matters related to climate change; advice the national and county governments on regional and international conventions and treaties on climate change; coordinate negotiations on climate change and related issues; carry out public education and awareness programmes and climate change and facilitate public participation in climate change programmes at national and county levels; coordinate the conduct of research on climate change, including the collection and dissemination of information relating to climate change to national and county governments, the public and stakeholders."
