    "content": "These are some of the key objectives that this Authority that will be established through this Bill will be undertaking. The Bill has many other sections like the section dealing on how the Authority will be managed, the establishment of the Board to manage the Authority, the qualification and the members of the Authority, the establishment of a secretariat to manage the activities of the Authority and the qualification of the chief executive officer of the secretariat and other members of the secretariat. Section 33 of the Bill deals with climate change programmes and response strategies. This part looks at some of the programmes that are going to be undertaken through this programme. I do not want to go through the whole Bill. This Bill is very timely and it is important that we look at it because climate change is a major issue that is affecting the world. So, it is important that we put in place a legal and institutional framework that would be able to deal with this important and very serious problem that is of global nature. Mr. Temporary Deputy Speaker, Sir, in conclusion, I want to thank the following who have participated so much in the drafting of the Bill: The Speaker of the National Assembly who gave a lot of support, the Legal Department of Parliament which played a big role in the drafting of the Bill, the Kenya Climate Change Working Group for their immense contribution, the Office of the Prime Minister for sponsoring numerous regional climate change hearings, the Ministry of Environment and Natural Resources for their support and contribution to this Bill, numerous organizations for sponsoring various stakeholders’ workshops; SUNY-Kenya for funding independent review of the Bill and the MPs workshop in Naivasha, Dr. George Wamukoya of COMESA for his independent review, the chairman and members of the Committee on Lands and Natural Resources for their contribution to this Bill.
