    "content": "North Rift is going to apply 80 per cent of the grains that they normally do? We need an Authority that will be able to come and make prior arrangement such that in the unlikely event that we do not have adequate maize in the North Rift, we still would have adequate food supply. We need sober men and women to sit somewhere and be able to monitor these changes. I could go on and on, but we discussed these issues and realized that there are other more serious scientific challenges, for instance, high rainfall in some areas that are dominantly very dry. We need to raise the water tables. This will lead to something called capping. As they evaporate, the land becomes barren. Again we need people who can sit and mitigate against all these. I believe that at the Committee Stage, Dr. Otichilo will consent to the fact that going through this one leaves no doubt that this is a Government department because everybody in that board is principle secretary or chief executive officer. At that point, we would wish that we had it 50-50, so that we also have the private sector participate at that particular time. I am referring to Clause 8(a to i). The other aspects I find a little bit harsh are the penalty clauses where you define any director or any officer and the action to be taken. I would think that upon being found out or if somebody does not obey those orders, they are referred to a technical committee so that before you are fined the Kshs2 million or jailed the technical committee would have ratified the decision.
