    "content": "existence of our communities. We would not want to underrate the importance of addressing the transport networks in this country. Mr. Temporary Deputy Speaker, Sir, when it rains, most of our highways are covered with silt. The issue of soil erosion in this country has not been adequately addressed by the line Ministries. I hope that when this Bill becomes an Act, the Climate Change Authority Board will quickly make an effort to address the issue of soil erosion. On desertification, the northern part of Kenya could be an area where we can develop livestock industries if we were able to manage the coverage of our savannas, forests, rivers and other aspects that will encourage our communities to develop worthwhile economies, considering the environmental factors. I hope that when we go the Committee Stage and amendments are introduced, we will consider other qualifications for the members of the board because not everybody who has a degree is conscious of our environment. With those few remarks, I beg to support."
