"content": "As I talk now, the entire Arctic and Antarcntica region is actually warming. Mrs. Odhiambo-Mabona has just told us that, by 2099, all the continents will be affected. Our interest is actually Africa. I want us to support such an authority so that the Government can come up with policies that will address environmental concerns. The Government should ensure that trees are planted all over the country, so that we can also get what we call carbon credit from the World Bank and other sources. We should implement the provisions of Kyoto Protocol. Some countries did not sign it because of their own selfish interest. Mr. Temporary Deputy Speaker, Sir, as you know, the ozone layer is lethal to the survival of Homo-sapiens or the human beings as you know them. Therefore, we must protect our environment to ensure that we do not get into problems like what the USA went through recently - Hurricane Sandy, the La Nina, the Katrina, El Nino, Hurricane Rita, Tsunamis and what have you. I want to support this Bill in totality. I want us to really fast-track it so that it can be assented to by the President and the Authority is formed to start work immediately.
