    "content": "Madam Temporary Deputy Speaker, I am very grateful to you for allowing me to speak. I will speak very briefly. It is a very good Bill. It is long overdue. Many a times we have gone to this climate change workshops where we spend a lot of very valuable time and money, but we really have no idea as to the way we should work. Whenever we come back, we have great ideas and have been part and parcel of the climate change movement yet we cannot come to enforce any of these climate change proposals and recommendations made. This Bill is important. I want to thank Dr. Otichilo for bringing it. I want to say that this will put us on the map for climate change. However, I want to be sure that this Bill localizes and takes cognisance of the local situation and that we do not adopt and take over the western ideas without acclimatizing it to our local environment. With those few remarks, I want to thank you very much. I support the Bill."
