    "content": "Mr. Temporary Deputy Speaker, Sir, I had moved this Bill and I want to take the shortest time possible to say that this Bill is meant to sort out the practical challenges that the original Bill which was enacted into law by hon. Mututho. The issues that this amendment is going to deal with are related with labeling – the 300 metre rule, issues to do with regulations whereby we want the public to be involved and Parliament to approve. We also want to simplify the licensing process because there are a lot of inconveniences when it comes to the licensing process. Mr. Temporary Deputy Speaker, Sir, because the Bill has very clear objectives and I do not want to belabor to explain further than that.
