    "content": "People might take this lightly but it is not a joke. The regulating of hours for opening bars has brought a big change in the country. In some of my areas, I would go there during the day and find the youths very drunk. This has changed nowadays; you find them sober and doing their work. We need to regulate the hours. If you go to Europe, even the discotheques open at certain times. They open at 11.00 p.m. and close maybe at 3.00 a.m. We need to regulate the hours of drinking and buying alcohol. Mr. Temporary Deputy Speaker, Sir, about schools, the villages we come from, you just find a school there and a bar. A child comes from school and sees drunken people falling all over. What are we trying to show our young people? We need to regulate that. We are the ones who give birth; we are the mothers and our children are the ones who are getting spoilt. I want to thank the fathers who are supporting us here. We need to regulate the hours. If it is Inter-Continental Hotel and the Holy Family Basilica, there is something that can be done about that. I support what Mr. Mututho is saying. They can erect a wall or do something. You have been in the villages and you know where some of those bars are. A bar is there and a school is there. People are eating this thing you call muguka, sijui what. They are chewing and drinking at the same time. Some of our young girls have been raped by some of those people because when they drink, I do not know what happens to their heads. We need to regulate the drinking. We have lost many people along Mombasa Road. There are many bars from Mlolongo, Kyumbi to Salama. If we open all those bars, then we are going to lose many people along Mombasa Road. We need to regulate opening time. We need to also take serious action on the proximity of those bars to schools. I oppose."
