"content": "space use principles must be applied. In that regard, you will find that it is not just bars that should be controlled or should be properly placed in proper places, but even toilets. We have a big problem of public health in our urban centres and in the rural areas. As we need to build more toilets in these areas which are getting more and more human beings living there, we shall not only be dying from alcohol abuse but we are also going to dying from poor public health because we are not using our spaces properly. We will end up building toilets which should not in this day and age, be used as a way of getting rid of refuse but we should use proper refuse disposal systems using water. So, I think that this issue is much bigger than we are putting it and although it is important to focus on it, I think it is also important to focus on why there is alcohol abuse in this country. Secondly, the alcohol content of drinks is important. If we have proper alcohol regulations and we control the content of alcohol in every drink, we shall go a long way in doing this. Let me give you the example of Uganda. Uganda had a similar problem of what we refer to here as chang’aa . Uganda made it possible for that Nubian gin to be processed industrially to be produced as Waragi whose alcoholic content was regulated and known and the price was put in such a way that it could not be abused that easily. So, let us look at the scientific, technical and proper way of dealing with the issue of alcoholism in our country and not deal with it in the prohibitive sense. That is why I said I was going to contribute and not oppose or support the Bill but to say that I think the reasons why there is alcohol abuse are better understood if you look at those technical and scientific issues than make it rather simplistic.
