    "content": "Mr. Temporary Deputy Speaker, Sir, indeed, we recognized that weakness, probably five years back when the process of modernizing the driving licences began. However, this is interlinked with modernization of identity cards. There is something called “Integrated Persons Registration System (IPRS)” that should integrate your identity card, driving licence, voting systems and all the other documentation that you have so that you have one unique identifier as a Kenya. We did not want to come up with one item from Transport while other systems were doing something different. However, one of the priorities of the National Transport and Safety Authority is sorting out the electronic modernization of our driving licence so that we can bring it at par with all the other systems. Again, it is just a matter of time but the need has been identified. The designs are all there and it is just a matter of linking with the other systems that are taking place. I cannot give a timeframe but we were keen to have it yesterday."
