    "content": "Thank you, Mr. Temporary Deputy Speaker, Sir. I want to say that this Government does not seem to take the new constitutional dispensation seriously. If a right has been conferred to Kenyans in the Diaspora as it was done by the Constitution, the Government does not have an option but to demonstrate an attempt to comply with the Constitution. Kenyans in the Diaspora are key stakeholders as far as this country is concerned. They remit very substantial resources and they have an interest in the way this country is managed. Can the Government come clear and state why it has taken such a retrogressive position even to an extent of not allowing voting in embassies and consulates? Why can they not do that? It is very regrettable that they had to wait until the last minute to lock the door on the Diaspora."
