    "content": "On a point of order, Mr. Temporary Deputy Speaker, Sir. Is the Minister in order to mislead the House about the meaning of the word “progressive” after reading to us what the court stated? If I heard him correctly, the court said something to the extent that it does not mean denying the substance of that right. “Substance” cannot be logistical issues, like putting logistical issues over a period of seven years is not substance. Is he in order to mislead the House about the meaning of the word “progressive”? I am concerned especially because of the one-third gender rule. If he starts misbehaving on this, he will misbehave on the gender rule."
