    "content": "Mr. Temporary Deputy Chairman, Sir, I beg to move:- THAT, Clause 3 of the Bill be amended by deleting the proposed new sub-clause (7) and substituting therefor the following new sub-clause - (7) No act or proceedings of the Board shall be invalid by reason only of- (a) a vacancy in the membership of the Board; or (b) a defect afterwards discovered in the appointment or qualification of a member of the Board."
