With due respect to the Chairman of the Departmental Committee on Agriculture, Livestock and Cooperatives, this report was discussed within the Budget Committee where my good friend is a very active Member. Is he in order to come to the Floor of the House and try to amend a negotiated position that was clearly stated by the Chair? The Member is, first of all, talking about sparse population without telling us what makes people run away from those areas. I need your guidance on this in view of the fact that the Member is a Member of the Committee."
