    "content": "Mr. Deputy Speaker, Sir, I just want to remind the House that many months ago, the Minister for Energy was to present some papers in terms of the petition presented by the Turkana Community on the situation of oil exploration in Turkana. It is about six months down the line and nothing is happening. This is a very serious matter. It is worrying. If the House allowed Ministers to work at their convenience, then we will have no country known as Kenya that is governed by the rule of law."
