    "content": "Mr. Speaker, Sir, the issue of developing the fisheries potential within the region of Lake Turkana has been taken as a flagship project under the Vision 2030 and, therefore, is being handled as such. Mr. Speaker, Sir, it is true that my predecessor did visit Lake Turkana and the master plan was, indeed, discussed. But because of budgetary constraints in the Ministry, we are actually unable to execute and implement that very wonderful plan. Therefore, we believe that, having pushed this project to be captured under Vision 2030, then it will be given more prominence and, therefore, funds will be attracted or will be set aside for purposes of developing the fisheries potential within the lake region."
