    "content": "Mr. Speaker, Sir, the role of the then Department of Fisheries was merely facilitative, and I believe they did the facilitative role. But the management of this particular project was not in the hands of the Ministry; it was not in the hands of the Government. As always, the Government facilitates any private entrepreneur coming into this country to set up business and I believe the then Department of Fisheries did facilitate, and that is why this particular company did set up its project around Lake Turkana Region. However, how they manage this project had nothing to do with the Government or the then Department of Fisheries, and with their failure, therefore, we cannot now turn back to the Government while a private entity came, set up an aquaculture program and failed."
