    "content": "Thirdly, the Budget for the Financial Year 2012/2013 needs to be revised accordingly and the revised Budget must be approved by Parliament in time for the ushering in of the county governments on the 5th of March, 2013. It is also necessary to reflect the Acts of Parliament on revenue allocations in the draft 2013/2014 Budget currently under preparation. Mr. Speaker, Sir, the Commission on Revenue Allocation is expected to forward its recommendations to the National Assembly as soon as the necessary legislations are enacted. Finally, it is equally urgent to identify offices for the County Executives and the County Assemblies. In addition, it is necessary to identify and train transitional staff to be seconded to county governments. I urge the concerned Government departments and commissions to take actions as required."
