"content": "Mr. Speaker, Sir, I want to thank the Rt. Hon. Prime Minister for coming to this House with that Statement. But I am a bit disappointed by the content of the statement. My recollection of the role of the Prime Minister, as per the Constitution, is that he is the co-ordinator and supervisor of Government functions. If you recall the Statement he made at the end is that he urged the necessary Government departments to do the needful. The clarification I would like to get from the Rt. Hon. Prime Minister is: What instructions have you given to those entities to do what is required? What timetable is the Government giving us in terms of the two Bills that are necessary in order for this to be stated? When are you going to bring the revised Budget estimates to take into account these things, knowing that this will be the last session for this House, and we do not have the luxury of time? Mr. Speaker, Sir, one other issue if you allow me--- At the core of devolution, the Constitution gives us 15 per cent minimum. What are we proposing to ensure that those areas the Rt. Hon. Prime Minister has mentioned, like northern Kenya, will come to the same level as the rest of Kenya, so that every time our people are butchering each other, you do not just take us to court, as you have done lately, Mr. Prime Minister? You can now talk of 30 to 50 per cent in terms of the revenue that should go counties."
