    "content": "Mr. Speaker, Sir, I also join my colleagues to thank the Prime Minister for his Statement about the state of preparedness for devolution. Mr. Speaker, Sir, I think one of the foreseeable challenges that is going to be met by newly established county governments will be capacity in terms of exercising their mandate. There has been the Transitional Authority, which was set up by an Act of Parliament. Could the Prime Minister comment on the state of preparedness in terms of ensuring that, that capacity will be generated in time? There have also been fears and concerns that the Transitional Authority has been underfunded, which seriously compromises its ability to deliver on its mandate. What is the Prime Minister’s position about that?"
