    "content": "The other important aspect I have seen in this Bill is that by conferring the expansions and responsibilities on the Authority, it is now obligatory on the Government to ensure that the farmers realize the results of their efforts. This will be realized through research and marketing by competent institutions with suitable institutional capacity. The Government will be able to direct and advice farmers properly and ensure that the country is able to tip the economies of scale and ensure that it is able to make the best use of areas where it has substantial comparative advantage. This is what will enhance productivity and efficiency in the country. We also want the country to realize economies of scale by ensuring that there is coordinated effort to bring about this. These are the mechanisms that have been used by countries that have developed in agriculture. These are the mechanisms they have used for a long period of time. At the end of the day, they have a very small section of their population involved in agriculture. They are able to realize high productivity that can ensure food security, supply raw material for agriculture and for export. This is what we are looking forward to in Kenya."
