    "content": "Madam Temporary Deputy Speaker, I want congratulate the Minister. This is something that should have been done sometimes ago. As she rightly said, there are number of research institutions competing for limited resources when it comes to “R” and “D”. Many a times the left hand does not know what the right hand is doing. I think basically this whole Bill is to rationalize and harmonize this and not centralize it. I hope the Bill will concentrate on rationalizing, harmonizing and synergizing, so that we can get the best from our brains, and have them work in concrete manner towards concrete goals and result-oriented objectives.
