"content": "Mr. Temporary Deputy Speaker, Sir, we have many Kenyans who have attained the age of 18, but they are disenfranchised because they have waited for their Identity Cards (IDs) to come out in vain. Either the Ministry does not have the capacity to produce them in time or the systems are simply not working. The logic is very straight forward. The moment you apply for an ID, they take all your details on your Birth Certificate. Most Kenyans apply for IDs in their villages. Once that is done, you are given a waiting card, which bears the same information that is supposed to come back with the ID."
