    "content": "First, on the issue of IDs and waiting cards, if we still had enough time, then I think these was a very good proposal. It is not the duty of Kenyans who have registered to get ID cards. It is the duty of the Government to provide ID cards to its citizens. Once an individual has registered, that is the bit that that person can do. So, I am only worried that the time left for registration of voters is about 14 days. For us to have this law in place after assent by the President, may not be practical. So, when we go to the Committee Stage, I think it is important that we limit these proposals to only affect this particular election because we did not have enough."
