"content": "Madam Temporary Deputy Speaker, secondly, when it comes to identity cards, the best of all worlds would be that when you go to register as a voter, there is also registration to get an identity card if you do not have one. This is because this is a technological age. It is not the mistake of Kenyans that the Government itself has not come of age in terms of technology, so that you, first, have to get your waiting card and then the identity card comes from Nairobi before you go and register. The whole thing is tedious nonsense. Therefore, since the State is not technologically savvy, let us not punish the wananchi. Those with waiting cards should be allowed to vote and the State should make sure that those waiting cards cannot be produced by somebody else; the records are kept properly and citizens are not denied their right to vote as by the Constitution established."
