    "content": "Madam Temporary Deputy Speaker, finally, I think that it is upon the Independent Electoral and Boundaries Commission (IEBC) to ensure that the voting process is properly done. You do not do it by disenfranchising Kenyans over 18 years old. You do it by giving franchise to all these Kenyans and making sure that the system that exists is used for equity and justice and not for discrimination and punishment. Therefore, these two amendments are very important, timely and accepted. I would like to appeal to the House that we pass the amendments and after the next elections, the institution in charge of registration of persons and voting adopts systems that will then make the ownership of identity cards something that takes place prior to voting time, and then, when you come to vote---"
