    "content": "Mr. Temporary Deputy Speaker, Sir, this Bill seeks to kind of give farmers more control. Farmers must be allowed to influence the decisions of pyrethrum management because, in any case, it is the intellectual property of the farmers. But we must also get a board which must be regulated. It should also be able to protect farmers and ensure that they get benefits from their labour. I am concerned that as of now, we are not really getting to enjoy the benefits of a liberalized economy. As it is, even in areas like Kuresoi, Molo, Nakuru and Subukia farmers with small-scale farms do not have any regular income. They have ended up being dependant. So many youths would have actually benefited from employment in the pyrethrum sector no matter how low it is in those areas. My concern is: How are we going to ensure that farmers’ rights are protected, so that they get benefits from this crop?"
