    "content": "Secondly, despite the form of government which will be in place after the elections which gives certain categories of public land to devolved governments, I want to assure the hon. Member that if you look at the sections dealing with land in Chapter 5 of the Constitution, it is clear on which categories of public land are assigned to the county governments. So, land which is already in the hands of the institutions of learning as part of national Government cannot be land that will be in the domain of devolved governments."
