    "content": "Thank you, Mr. Temporary Deputy Chairman, Sir. I would like to move an amendment to Clause 5 to insert Clause 5(i)(a) which talks about promoting research and innovations in the universities. If you look at the Bill, you will see that Clause 5(d) only talks about monitoring the state of university education systems in relation to national development goals. If you look at that, you will see that we are trying to restrict ourselves only to the issues that, as at now, are considered national goals. However, we need to give freedom to universities to think widely, do research in other fields and come up with other innovations which can take this country to greater heights."
