    "content": "Mr. Temporary Deputy Chairman, Sir, while I agree with the Chairman’s recommendation and proposal, it was my feeling to make sure that the universities Commissions and all other bodies are a bit stronger. Any of the appointing authority should be of very high office. That is why I proposed that all this should be done by the President himself, so that we do not get to a stage where at any one time, we have wrangles between people who have been appointed by the President and not coming up with what we want. For a long time, we have had a lot of squabbles with the appointments of Commissions, especially in the universities."
