Actually, the concern of the Chairman of the Departmental Committee is addressed by hon. Millie Odhiambo in part (b) of her amendment. Her dispute was the use of the words “may” and “shall”. Looking at the amendment proposed by the Chairman of the Departmental Committee, since it refers to new academic programmes, then the word “may” will sell. Therefore, the amendment by hon. Millie Odhiambo is not necessary because we are dealing specifically with the new programmes that an institution may introduce or may not introduce."
