    "content": "Mr. Temporary Deputy Chairman, Sir, I beg to move: THAT, Clause 23 of the Bill be amended in sub-clause (2) by inserting the words “in any event not later than three months” after the word “practicable”. Mr. Temporary Deputy Chairman, Sir, the essence of this is to ensure that the University Council has a timeline to when they submit the statute of regulations. So, I am giving a three month period because if you leave it open, that never gets to be done in this country."
