We will take sub-clause 3 as it is, because that is an extra addition which only strengthens our vigilance on foreign universities. In sub-clause 4, the only word we want to change is “the Cabinet Secretary shall”. It should be “the Commission shall” because it is part of the functions of the commission. Sub-Clause 5---"
