    "content": "Mr. Temporary Deputy Chairman, Sir, as our Minister has clearly said, there is no role that the Cabinet Secretary will play in the appointment. That is why within the structure of the appointments we are still trying to make the running of the universities to be completely autonomous and without any interference from the Government. That is why my proposal reads that the appointment of the chancellor will be by the President and the chancellor should appoint the vice-chancellor competitively through all the other structures that are there. It is just as simple as that. That is what I was trying to explain."
