"content": "Mr. Deputy Speaker, Sir, I would like to insist that Article 20 of the Transitional and Consequential Provisions--- When you look at Article 20(3), the persons enumerated there are Court of Appeal Judges, High Court Judges and one of the advocates to be appointed. However, if you look at Article 171(2) of the Constitution, you will see that a High Court Judge must be elected. There is a total difference between appointment and election. So, the process is completely different. The people who will serve a term of three years will be appointed and those who will serve in the Judicial Service Commission under Article 171(2) will be elected. That is the difference I am trying to bring out."
