    "content": "Mr. Temporary Deputy Chairman, Sir, what this amendment seeks to do is to ensure that the universities pay staff members in a manner that is globally competitive. Many of our university lecturers do a lot of good work but they are not paid very well. The salaries they are paid are not globally competitive. So, you find a lot of lecturers over-moonlighting, which sometimes risks their own lives."
