    "content": "55 Wednesday, 5th December, 2012(P) Therefore, I want to urge my dear sister, the Minister for Higher Education, Science and Technology, that while appreciating her experience as an administrator at the highest level and we do really celebrate the experience she brings to the House from that background; but really it is a new Kenya with the coming into force of the new Constitution and this is one of those rights. In the same vein as I conclude, I want to urge that we would, perhaps, allow universities to put in place administrative regulations on how this whole process would be managed. But I would urge that the hon. Minister allows this clause to be deleted."
