    "content": "The reasons for this amendment are to establish a public university in each of the counties within a period of ten years of the coming into force of this Act. It has been done in other countries. Nigeria and America have that. Several countries have that and for us to enhance access to education, it is possible. We passed a Bill in this Parliament that set up a High Court in every county and if we can stagger it to ten years, and I know hon. Mutula assisted in that, it would be good. So, if we can have this it will enable us access education, especially even for marginalised communities."
