    "content": " Mr. Temporary Deputy Chairman, Sir, I agree with the proposal since it is a very good one but it does not seem to be in the right place. Putting it at New Clause 25(A) is wrong because Clause 25(A) is dealing with declaration of technical universities. So, if we put it under New Clause 25(A) we will be disrupting something else. What I was going to propose is that we move it to where we are establishing universities through the role of the Commission and if the hon. Member can look at the functions of the Commission on Article 5, we can have a sub-clause there after (j) to take care of that as part of the functions of the Commission. It should be part of the functions rather than be within the introduction of technical universities because that is very specific to technical universities."
