    "content": "Thank you, Mr. Temporary Deputy Chairman, Sir. First of all, I really want to appreciate the intention by hon. Millie that we really need to develop this country and move our universities to all parts of this country but maybe I have two issues. One, is where the hon. Minister has raised. Maybe you could look at establishment of a university, that is 13 and see how to place it there but I want to go further to ask for a clarification on this. When you talk of establishment of a public university in each of the counties, where do you place the constituent colleges and the campuses because again if you talk of a university, in most cases you start as a campus and then it moves up to a constituent college and then it grows into a university? So, I think we need clarity on that because when you talk of ten years, it is a very short time but I support the intention."
