    "content": "Bill is not expedient. He used the court ruling which basically gives us the mandate to remove the provision. As much as I may not necessarily agree with the court, it is a decision of the court. I would like to say that for purposes of expediency, if already there is a Bill, I do not know what is more expedient than dealing with what is before us. If it is not unconstitutional, it is in order for us to proceed and deal with the Bill before us."
