    "content": "Mr. Deputy Speaker, Sir, you remember this matter came to Parliament and the Minister was asked to declare famine a national disaster. Hon. Esther Murugi said it was not a national disaster and that was it. It was four months ago. Do you know the irony of the Government Spokesman? He advertised on one page in the newspaper which costs Kshs300,000 to say that, indeed, there is no famine when the Government is finding it very difficult to transport food. The Government has no idea how to move that food from the NCPB to people who are dying in Turkana and in northern Kenya, and then you say you have a Government for the people. What we have is not a Government for the people, but a Government which has no idea which direction to move."
