    "content": "Section 22 of the principal Act is amended by inserting the following new subsection immediately after subsection (2)- “(3) For purposes of the first elections under the Constitution, subsection (1)(b) shall not apply to the county assembly elections.” Madam Temporary Deputy Chairlady, this is really just to give clarity to what is already in public domain as to the qualifications of people who will be contesting various elective posts; particularly to make public the ruling of the court and put it in law that post-secondary requirement for these many Kenyans has been negated by court and that it should not be a requirement of any political party or the Electoral Commission."
