If we leave out the role of transition without situating it anywhere, then you will not have anybody having that responsibility for transition. It is either the Authority that deals with basic education or secondary education, but because it is a transitional thing, it should be the basic education that has a role. We have not situated it anywhere. So, it is very different from (d)."
