    "content": "I am proposing that we actually do what is constitutional. I have spoken with the Chairman of the Committee and he said what informed them was the need to mainstream early childhood and force the Government to pay. But what we are forgetting is that we will not be dealing with the central Government come next year. We will be dealing with two levels of Government. So, county governments will themselves be governments. They will be able to pay, so long as you mainstream it, as a function of a county government, and not a function of a national Government."
