My amendments are to Clause 52 (3) and (5). What they seek to do is to ensure that the appointment is through an open and competitive process. He is telling me that it should be through the Public Service Commission. I propose my amendment that it should be through an open and competitive process, even if it is through the Public Service Commission. So, I move my amendment to Clause 52(3) and (5) that those appointments should be through an open and competitive process."
