The reason here is that in the case of county secondary schools, the parents are already represented through the Parents and Teachers’ Association (PTA). There is a PTA under Schedule III which is elected. Three of them will be members of the board in a secondary school. So, there is no need of having parents here and then parents again there under PTA. There will be confusion. These first ones will be the ones who are actually carrying the burden of constructing the school. It will include people who are just benevolent. They just want to build the school, but their children may not be there, like these Members of Parliament and others."
