    "content": "91A. (1) There is established a National Council for Nomadic Education in Kenya. (2) Notwithstanding sub-clause (1) the National Council for Nomadic Education in Kenya shall be constituted in a manner set out in the Sixth Schedule. Further to that I would like to make further amendment aware that we have now introduced the word “marginalized” so that it will read as follows:- “(1) There is established a National Council for marginalized and nomadic education in Kenya. (2) Notwithstanding sub-clause (1) the National Council for Marginalized and Nomadic Education in Kenya shall be constituted in a manner set out in the Sixth Schedule.” The import of this is that we would like a specific council to deal with mobile education in this country."
